In that breathing space, a custodian of the municipal office appeared, papers fluttering.

But the victory was partial. The developer turned his eyes elsewhere, eyes that did not close but moved. Changes came slowly: a new bakery opened three alleys over, offering glossy confections with the kind of uniform sweetness that satisfied tourists.
